BENNINGTON (AP) - The National Weather Service says the severe weather predicted for southern Vermont never arrived.

A weather service spokesman says the heavy rains and high winds expected Thursday instead ended up in Elmira, N.Y., where a possible tornado toppled power lines and trees and caused a state of emergency.
