BRATTLEBORO — A Newfane man is facing four felony charges after police spoke with three victims alleging he forced them into sexual activities.
Blake Dowley, 21, of Newfane, is being charged with one count of sexual assault in which there was no consent and three charges of lewd and lascivious conduct. He was arraigned at Windham Superior Court Criminal Division on Oct. 30.
A victim told police she started dating Dowley when she was 16 and he would "do things sexually." They broke up after one month in summer 2014 after Dowley allegedly made requests for sexual activity several times.
According to an affidavit from the Brattleboro Police Department, the victim said Dowley touched her breasts and did not stop when asked. The victim claimed Dowley forced her hand onto his penis even though she told him she felt uncomfortable. The victim also said she was forced to give Dowley oral sex. She told police she bit Dowley and he stopped.
"When she didn't want him to touch her, Blake would hit her and she obtained bruises on her arms," police said.
Blake said he did not recall asking the victim if she wanted to have any type of sex, according to police. Blake did admit to touching the victim's breast but said it was not skin to skin contact like the victim alleged. Blake said he had lost feelings for the victim and that she never showed him any sexual interests.
"He agreed he was the dominant one in the relationship," police said.
Another victim, who was 15 at the time of an alleged incident, told police she tried to warn the victim. Police said Dowley claimed he might have touched her breasts outside the clothing but he never showed any interest in having sex with her.
According to police, a third victim claimed Blake attempted similar maneuvers with her. At one point, the victim said Blake lifted up his boxer shots and "shoved" her hand "down there."
"She told him she didn't want to and his response was, 'Well, you have to,'" police said.
The sexual assault charge carries a maximum penalty of life in prison and a fine of up to $25,000. The other charges each have penalties of imprisonment for up to five years and $300 or less in fines.
