WILMINGTON — At the main intersection downtown sits a property that has looked abandoned for years, but recent developments for the project were noted by local officials.

"They're doing some internal work on the foundation and main beam support," Town Manager Scott Murphy said at a meeting Wednesday. "Once they've got that stabilized, they will do the outside — the siding, the windows and the doors."

The building, considered an eyesore by some, is located across the street from Town Offices. The plan has been to convert the 1, 3 and 5 East Main Street properties into rooms for ownership. Previously, 1 East Main had been the Professional Building and 3 East Main was the Home Center. A residence was formerly located at 5 East Main.

A local permit was secured by Lorista Holdings LLC in Aug. 2014. Revisions to plans caused the project to go before the Development Review Board again last year. A new permit was approved in October 2015.

But little progress had been seen until now. A wooden platform and weatherproofing material is visible to passersby.

The lack of a different permit held up some of the construction. One was needed to work in the state's right-of-way.

Vermont Agency of Transportation employees had driven by the project, which is on East Main Street but also part of the state-owned Route 9.

"They had to apply for a permit and wait to receive it," Murphy told the Select Board.
