WILMINGTON -- An owner of a six-unit apartment building wants permission to add a second story apartment along with more garage space underneath it.

Douglas Painter went before the Development Review Board on May 6.

He gave testimony to the board in hopes of obtaining a conditional use permit for the construction.

"I know how I want it designed," said Painter. "The roof to match the sides, so it doesn’t look like a submarine."

He rents out the six apartment units on Castle Hill Road and said the new one wouldn’t be ready until next spring or fall.

The water, sewer and electric systems won’t be hooked up until someone is ready to move in. The proposed garage space will be either one 16-foot space or two 8-foot spots.

One abutter was present. She asked Painter to clarify a couple things. He said that the 1,296-square-foot apartment would be connected to the existing building and the garage space would go to the additional renter and Painter himself.

"This evolved because I didn’t have room for a muscle car," said Painter.

The DRB has 45 days to make a decision, which will include conditions for his permit if approved. Steel said it’s been taking the board about an average of two weeks to draft a decision.
