HALIFAX -- In preparing for a potential traffic study, Selectboard members took a gander at culverts leading to the site of the proposed schist quarry on Russell Dennison's property.
"We went to go see how the conditions of the culverts looked," said Selectboard Chairman Lewis Sumner. "It took awhile."
The review on Tuesday, July 8, marks another move on behalf of the Halifax board to get things rolling before a local permit application is received by the Planning Commission. The board is preparing for the state's Act 250 hearing, too, although a preliminary application was deemed incomplete. Officials had more questions about the proposal.
The proposed quarry project has drawn criticism from local residents. While some support it, others believe there could be an additional noise impact that would be unreasonable.
Altogether, board members and Road Commissioner Brad Rafus looked at and assessed approximately 35 culverts from Stark Mountain Road to a small portion of Jacksonville Stage Road, where the proposed site is located.
"Most of them were in good shape," Sumner said.
All of the culverts they reviewed are owned by the town. Rafus had not looked at many of them recently, Sumner told the Reformer.
Sumner expects the study will begin sometime in the next month. No timeline was established for the project yet.
Windham Regional Commission Senior Planner John Bennett previously told the Reformer that a standard traffic study would not be geared towards the town's concerns. As a result, he was going to see if any consultants could address potential impacts related to road conditions. A map will also likely be given to the town that shows what roads will be primarily used for transporting materials to and from the site.
"Their concerns included dust, noise and the conditions of the roads," he said. "The Selectboard was interested in the possibility of having some sort of traffic study done but usually what traffic studies involve is the volume of traffic and the speed of traffic and to a certain extent, the breakdown of what type of traffic."
