NorthStar's culpable human, Scott State, says that NorthStar is not interested in adhering to Vermont law. State is NorthStar's CEO and spokesperson, so he's right there up front. I mean, really.

Since Nov. 8, 2016, when NorthStar first announced its plans to buy Vermont Yankee and to decommission it within about 10 years, Mr. State has been lining up NorthStar's ducks in a row. Then last week, suddenly NorthStar is unwilling to return the site to "greenfield" condition and it is only willing to use rubblization — burying the old "clean" concrete on site as landfill.

In my years before the now named Public Utility Commission (the Public Service Board from 2002 until 2014) never did the board approve anything that allowed rubblization here in Vermont. The only reference to how the site would be left was "Greenfield" condition, which is a term used after a decommissioned site is restored to its original condition prior to any development.

Are Vermont regulators going to require Entergy to stand by its previous agreements? The permissions granted by the Public Service Board prior to its name change, have led to our current situation. A money losing reactor that was originally "too cheap to meter" is now a liability to the state and NorthStar wants to make money off it.

To elaborate how NorthStar intends to capitalize off the purchase of Vermont's sole reactor, one needs to understand the Department of Energy being in default of the 1982 nuclear waste policy act. Now the DOE pays about $10 million annually yet occasionally to companies for storage of radioactive waste. Sounds like a scam to me. Sounds like a great way for a company to make a buck off a 50-year mistake.

If you disagree that atomic power is a mistake, please tell me where to put the waste, and explain to me why the U.S. uses dry cask canisters a-half-inch thick versus Europe's six inches thick. Why are Europe's cask canisters monitored for temperature and stress corrosion with systems in place for their repair while the Holtec casks in use at VY have no way to be monitored or repaired?
